General Organization

Latin American Federation of Cities, Municipalities and Associations (FLACMA, abbreviation in Spanish) is a private law non-profit international organization, with social and public objectives, developing an intensive work oriented toward strengthening local governments, cities and Local Government National Associations, it establishes cooperation relations with institutions working at promoting development and local democracy.

Objectives:

Become the voice of the Latin American municipality movement;
Consolidate the Latin American municipal association movement;
Represent and serve as the speaker of all the Latin American local governments and their National Municipality Associations;
Promote within the Latin America region autonomous, strong and democratic local governments;
Strengthen cooperation and work links with international government and non-government organizations, with respect to all matters related to strengthening the autonomy and local democracy, improvement of the community living conditions, decentralization, and sustainable development;
Execute works designed to deepen decentralization in the countries of its associates;
Promote respect to municipal autonomy, as a duty of the local governments, in order to regulate and handle all public affairs pertaining thereto, under its responsibility and in line with the local interests;
Contribute to the efficiency, effectiveness and transparency levels of the local governments, municipality associations and municipal institutions, based on democratic and social equality principles;
Facilitate the exchange of experiences among the Latin American local governments, municipality associations and municipal institutions;
Promote Latin American integration, from a municipal point of view, encouraging cooperation, brotherhood and inter-municipal solidarity;
