Dear members of the Latin-American Confederacy of Cities, Municipalities and Associations of Local Governments FLACMA, Mayors, Managers, Prefeitos, Presidents and Municipal Executive, Councilmen, Members of International Agencies of Cooperation and Authorities of Local Governments, suppliers, businessmen, friends of the Municipalities of Latin America.

The success in the exchange of local experiences, in the academic programs and in the determined support of the businesses that provide of products and services to the Municipalities, in the First and Second Latin-American Congress of Cities and Local Governments carried out in Santa Cruz De La Sierra, Bolivia and Santiago De Cali, Colombia they have constituted a milestone in the municipalities of Latin America and of the world.  The massive participation of the Local Authorities imposed on the Latin-American Confederacy of Cities, Municipalities and Associations of Local Governments - FLACMA- the need to do the Congress each year.  This constitutes a great challenge and implies a determined support of all Latin-American colleagues, as well as of the different international agencies, centers of study, Universities, private enterprises and other companies linked with the study or development of the local management.  

We hoped to count with your attendance and  serve you under our customary motto arrange the union and solidarity by the municipalities of the world.
